This prop can be animated and will trigger to open when an avatar is near it. However to get this to happen you need to use a script called Trigger Linked Script in combination with a Trigger Box 01 prop.
When you are basic or VIP you can notice your mouse cursor changing to 
VIP only icon. You can only pass if the VIP rope opens.
