Tracert are usually run to diagnose connection issues.
Hold down your windows key and press the R. Type in CMD and hit enter. This will open cmd prompt (a black box). Carefully type the following without the quotes, being sure to add the spaces and periods "tracert 199.122.7.1" You should get a bunch of data back from our server.
This test displays all the different servers between Utherverse and your own location. If there is a particular high amount of asterixis you should most likely contact your Internet Service Provider. If you trace has a lot of high ms numbers at a certain server or even all, that means there is most likely a problem between Utherverse and yourself. This usually resolves itself, what you can however do is reboot your modem and/or router + computer and see if that makes any difference. To reboot your modem and/or router you can unplug the powercord and wait 5 minutes before reconnecting.
